Positioning: the definitive paid reference + decision tool for the intelligence economy — priced like a professional data terminal/research subscription, not a consumer app. The public indices are the free funnel; the depth, history, forecasts, scenario engine, and bulk data are the paid product. Tiers

Free — the funnel

  • Public headline CC indices (country/industry/occupation), current year + 5-year history, global rankings.
  • Country/company/industry/occupation profile pages; basic charts; one personal assessment.
  • Short-horizon (≤3y) forecasts (point + band), limited API (30 rpm, 1k/day), no bulk export.
  • Goal: SEO/PR surface, the "OECD-Index-like" public good that drives trust and inbound. $0.

Professional — the analyst seat

  • Full history, all indicators, full pillar breakdowns, peer comparisons, ≤10y forecasts.
  • Scenario simulator (/simulate, Monte-Carlo), saved scenarios, watchlists/alerts.
  • CSV export (≤1M rows), 120 rpm API.
  • Indicative: ~$49–99 / user / month (annual discount). Target: individual analysts, consultants, researchers, founders.

Enterprise — the org platform

  • Everything in Pro for the org: SSO/SAML, RBAC, team seats, shared scenarios/dashboards.
  • Long-horizon forecasts (≤25y), Bayesian scenario tier, full lakehouse export, tenant-scoped career-assessment use across employees (read:assess), dedicated isolation/data-residency options.
  • Priority support, SLA, onboarding.
  • Indicative: ~$25k–150k / year, seat- + data-scope-based. Target: strategy/corp-dev teams, consultancies, banks/asset managers, large employers planning workforce transitions.

API — embed the data

  • Programmatic, metered access to indices/indicators/forecasts/simulate for products and pipelines. Higher rate limits (600+ rpm), Parquet/JSON bulk, SLA, sandbox keys.
  • Indicative: usage-based — per-call / per-1k-rows tiers, e.g. starter ~$500/mo → volume contracts. Target: fintech/HR-tech/edtech integrators, quant funds, dashboards building on CC data.

Government — the policy instrument

  • Deep subnational/city analytics, custom indicators, policy-scenario modeling, methodology transparency, on-prem/region-locked deployment, custom SLAs, and bespoke advisory.
  • Indicative: custom contracts (six figures+), often annual + services. Target: labor/economic ministries, central banks, development orgs, EU/OECD-adjacent bodies, regional development agencies.

University — the research license

  • Full data + forecasts + simulator for research and teaching, bulk export (CSV/Parquet), classroom seats, citable methodology and DOIs.
  • Indicative: discounted site license, ~$5k–25k / year (steep academic discount; free for individual student/educator with verification). Target: econ/policy/labor research groups, business schools. Drives citations → credibility → "the standard."

Monetization logic

  • Land-and-expand: Free indices → Pro analyst seats → Enterprise org rollout. The public index is a marketing asset, not lost revenue.
  • Data-depth ladder: history depth, forecast horizon, scenario rigor (parametric → Monte-Carlo → Bayesian), and export volume are the value gates — each tier unlocks more of the same engine.
  • Two GTM motions: self-serve (Free/Pro/API starter) and sales-led (Enterprise/Government/API-volume/University).
  • Becoming-the-standard flywheel: University + Government adoption produces citations and policy use → authority → enterprises pay to align to "the CC standard." This is the OECD-AI-Index/World-Bank-Observatory playbook with a commercial layer (the Bloomberg model: indispensable reference + terminal + API).
  • Add-ons: custom indicators, white-glove scenario studies, branded/embeddable widgets, and historical bulk backfills as services revenue.
