- Country/company/industry/occupation profile pages; basic charts; one personal assessment.
- Short-horizon (≤3y) forecasts (point + band), limited API (30 rpm, 1k/day), no bulk export.
- Goal: SEO/PR surface, the "OECD-Index-like" public good that drives trust and inbound. $0.
Professional — the analyst seat
- Full history, all indicators, full pillar breakdowns, peer comparisons, ≤10y forecasts.
- Scenario simulator (
/simulate, Monte-Carlo), saved scenarios, watchlists/alerts. - CSV export (≤1M rows), 120 rpm API.

Enterprise — the org platform

- Land-and-expand: Free indices → Pro analyst seats → Enterprise org rollout. The public index is a marketing asset, not lost revenue.
- Data-depth ladder: history depth, forecast horizon, scenario rigor (parametric → Monte-Carlo → Bayesian), and export volume are the value gates — each tier unlocks more of the same engine.
- Two GTM motions: self-serve (Free/Pro/API starter) and sales-led (Enterprise/Government/API-volume/University).
- Becoming-the-standard flywheel: University + Government adoption produces citations and policy use → authority → enterprises pay to align to "the CC standard." This is the OECD-AI-Index/World-Bank-Observatory playbook with a commercial layer (the Bloomberg model: indispensable reference + terminal + API).
